Kazan branch of STEP LOGIC along with Head Point demonstrates innovative systems for effective urban management at “United Cities and Local Governments” meeting

Kazan, May 2016. The meeting of the executive bureau of the Global Organisation “United Cities and Local Governments” was held at the territory of Kazan Fair and assembled over 200 representatives from 97 cities. In particular, over 50 mayors of world’s major mega-cities attended the conference.

The event included an exhibition where the guests could study the most innovative solutions in the sphere of urban facilities. STEP LOGIC participated demonstrated the integrated automated System for Accounting for Urban Utilities and the integrated platform for Systems for Situational Video Monitoring.

The System for Accounting for Urban Utilities was developed by STEP LOGIC specialists and allows moving to a new level of accounting with a material increase of the level of completeness, relevance, consistency and promptness of provision of information on utilities.

The essence of the solution is that the entirety of information describing utilities is concentrated in a single register-storage of the entire urban immovable aboveground and underground infrastructure.

A consolidated overview of utilities with vivid visualisation and spacial referencing of facilities, documenting the precise location, characteristics of utilities and services, their status and interrelations makes the decision-making necessary for development of the city a faster and less costly process.

In the long term, the use of a unified technical accounting platform will allow the building of an integrated information space, eliminating duplication of information, lowering the overhead costs of entering and updating the data. This in turn will have a positive impact on the effectiveness of utilities and equipment operational maintenance .

The period of disconnection of city residents from the networks will be reduced due to the more operative localisation and elimination of failures. Decisions will be made quicker thanks to provision of rapid access to the necessary up-to-date information, which will materially improve the quality and security of the services for the population.

This solution will allow cities to optimise the processes of planning and construction of utilities, lower the overheads of project management, improve the quality and transparency of related processes, and ensure resource utilisation.

The solution acts as the sole data source when building the state system for control of the municipal infrastructure management, ensuring effective interaction as a part of the state-individual-business dialogue.

The integration platform “Situational Video Monitoring System”, a solution developedby the Head Point Company, was also a keen point of the interest for the visitors , among whom were representatives of the Tomsk, Khabarovsk, Irkutsk Regions, the Republic of Tatarstan, and other Russian regions and post-Soviet republics.

The platform’s modular architecture makes implementing complex solutions at different scales possible, starting from a single facility and ending with a distributed system at the scale of a country.

Technologies used when building the system maintain effective photo and video monitoring, unified collection and complex processing of information of latest events at social facilities, urban and transport infrastructure objects, in industrial areas. Thanks to the system all interested users with regard to their authority and areas of responsibility can promptly receive the necessary information on the state of security .

The integration platform ensures unified connection of video surveillance tools and information sources, generation of a unified event log, personalised division of priorities and levels of user access to processed information and individual capabilities of the system based on a flexible role model. The solutions utilise GIS technologies, graphical plans of buildings and structures, which provides a visual representation of the situation and events in progress, as well as convenient navigation of monitoring objects.
